Washington State does not offer a downloadable digital copy of an instruction permit. You must carry the physical paper or plastic permit at all times. The Washington Mobile ID app supports full driver licenses only: permits are excluded entirely.

No digital or electronic driving permit exists for Washington learners. The state issues only physical permits, and virtual versions have no legal recognition under state law.

A phone screenshot, wallet pass, or online account record is not a Washington learner permit. After DOL issues the permit, carry the official temporary paper permit until the permanent instruction permit card arrives.

No. The temporary paper permit is an official short-term credential issued by DOL while you wait for the card. A screenshot, account page, or PDF copy is not the same thing as a Washington mobile or digital permit.
Washington requires you to have a valid learner permit with you while practicing on public roads. A License eXpress account, screenshot, or photo of the permit should not be treated as a substitute for the issued permit.

The Washington DOL has no announced plans to create a digital learners permit. Any change would require updates to state law. Physical permits remain mandatory for the foreseeable future.
Keep your permit in your wallet or car glovebox. Check that it's there before every practice drive. This small habit prevents expensive fines and rescheduled tests.
