Maryland's Graduated Licensing System (GLS) requires you to complete the holding period that applies to your age and education status, finish the required supervised practice log and driver education, and then pass the MVA driving skills test.
Your permit starts the holding period that applies to your age and education status. A moving-violation conviction or PBJ can change when you become eligible for the road test. Use the dedicated waiting-period article for the exact timeline that applies to you.
| Requirement | When It Must Be Complete | Where to Check |
|---|---|---|
| Holding period | Before the road test; the exact period varies by age and education status | Use the dedicated waiting-period article and your permit issue date |
| Supervised practice log | Before the road test; under 25: 60 hours/10 night, age 25+: 14 hours/3 night | RD-006 practice log |
| Driver education | Before provisional-license road-test eligibility | myMVA / driving-school electronic completion |
| Road test | After all applicable prerequisites are complete | myMVA appointment |
Your supervising driver must be at least 21, have held the proper class of license for at least 3 years in Maryland or another state, and sit beside you in the front seat. See the dedicated supervisor-requirements page for the full rule.
Maryland MVA prohibits learner's-permit holders from using a cell phone while driving, including hands-free or Bluetooth use, except for a 911 emergency call. Penalties depend on the driver's age and the specific offense; there is not one universal 90-day/$83 penalty for every learner.
If you're under 18, your parent or guardian must submit parental consent (Form AA-024) before you test.
Maryland driver education is not required before the learner's permit is issued, but the certified 30-hour classroom and 6-hour behind-the-wheel course must be completed before provisional-license road-test eligibility.
For the full driver-education requirement, use the dedicated Behind-the-Wheel Training page rather than repeating the course details here.
Use your permit period to practice in varied conditions such as traffic, night driving, highway merges, roundabouts, lane changes, stops, and turns. The Maryland closed-course test uses a Reverse Two-Point Turnabout rather than parallel parking; review the Maryland Driver Manual for maneuver diagrams and scoring criteria.
After you pass, MVA processes the result and mails your driver's license. Current MVA guidance says to allow about 7–10 business days for delivery. Keep your mailing address current before the test. Maryland MVA behind-the-wheel test guidance.

"The AI mock tests were surprisingly realistic. The explanations for road signs helped me understand the logic, not just memorize. Passed my permit test on the first try!"
