Kentucky Permit Driving Rules

Kentucky Learner's Permit Restrictions: Supervision, Curfew, Passengers, and Phone Rules (2026)

In Kentucky, a learner's permit is a strictly regulated learning tool - not a free pass to drive. Break the rules and you'll face points on your record, fines up to $500, and a complete reset of your mandatory 180-day holding period.

Can You Drive Alone With a Kentucky Learner's Permit?

No - you cannot drive alone with a Kentucky learner's permit under any circumstances. A licensed driver aged 21 or older must sit in the front passenger seat every time you operate any vehicle, including in driveways.

  • Any vehicle operation requires supervision - including moving a car in a driveway or parking lot.
  • No exceptions for emergencies or hardship. In a true emergency, call 911.

Supervision Requirements

  • At least 21 years old.
  • Hold a valid, non-suspended Kentucky driver's license.
  • Sit in the front passenger seat (back seat doesn't count).
  • Be alert and capable of taking control.

Read the Kentucky Driver Manual for full supervision rules. Download the Practice Driving Log to track your 60 required supervised hours.

Kentucky Permit Passenger Limits: Who Can Ride With You?

Drivers under 18 may carry no unrelated passengers under 20. Immediate family members do not count toward the limit. Cousins count as unrelated. Drivers 18 and older have no passenger cap but still need a supervisor.

  • Under 18: Maximum one unrelated passenger under age 20. Immediate family (siblings, parents, step-relations) don't count toward this limit. Cousins do count.
  • 18 and Older: No passenger cap, but your supervisor must still be present.

Two friends (ages 16 & 17)✗ No (limit is 1 unrelated person under 20)✓ Yes
Sibling + one friend✓ Yes (siblings don't count toward limit)✓ Yes
A cousin (age 19)✗ No (cousins count as 'unrelated')✓ Yes

Kentucky Permit Curfew and Night Driving Rules

  • Curfew (Under 18 Only): No driving between 12:00 AM and 6:00 AM unless good cause like emergencies, school activities, or work. Exceptions require documented proof.
  • Night Driving Practice: You must complete 10 of your 60 required practice hours at night, logged on the official Practice Driving Log.

Highway, Freeway, and School Driving With a Kentucky Permit

You can drive on Kentucky highways and freeways with your permit as long as your supervisor is present. There are no road-type restrictions, but avoid complex interchanges like Louisville's Spaghetti Junction until advanced.

You can drive to school only with a qualified supervisor in the front seat for the entire trip - you cannot drop the supervisor off first. Many Kentucky high schools prohibit permit holders from operating vehicles alone in parking lots.

Other Critical Driving Restrictions

  • Cell Phones (Under 18): No handheld cell phone use while moving. KRS 189.294 makes this a primary offense.
  • Zero Alcohol Tolerance: BAC of 0.02% or higher triggers DUI charges and immediate suspension for drivers under 21.
  • Seatbelts: Everyone in the vehicle must be buckled. Fines start at $25 plus court costs.

What Are the Penalties for Violating Kentucky Permit Restrictions?

  • 180-Day Reset: Permit violations extend your 180-day holding period. Contact KYTC for specific reset details on practice hours.
  • Points & Suspension: Drivers under 18 face suspension after accumulating more than 6 points within two years.
  • Fines: Driving without supervision carries a civil penalty fine. Check current fees on the KYTC site.

Submit your School Compliance Form (TC 94-192) early. The Circuit Court Clerk's office in Frankfort reportedly turns away 15-20 teens weekly because of incomplete or unsigned forms. Check the KYTC Parent Guide for supervising teens. More at drive.ky.gov/Drivers/Pages/First-Issuance.aspx

  • Supervisor must have held a valid license for at least 1 year.
  • Zero tolerance for drugs - any detectable amount suspends your permit.
  • Parent/guardian must certify the practice log at road test time.
  • School attendance verification required before road test.
  • No more than 4 points on record to take the road test.
