Idaho has two main permit types with different rules for qualified supervising drivers.
In both cases, the supervisor must sit in the front passenger seat. A supervisor with an out-of-state license is acceptable if it is valid and unexpired.

These are different roles. The supervisor is the qualified licensed adult sitting beside the learner while driving. The liability signer is part of the application process for a person under 18 and is normally a birth parent or legal guardian. If the signer cannot appear, Idaho allows an acceptable power of attorney. The person supervising the drive does not have to be the liability signer.
The supervisor's legal responsibilities are serious. They must be capable of exercising control and assisting the learner driver.
